Position Profile
This is a field forester position located in the department's Pacific Cascade Region/Lewis District/Pacific Unit.
- The Pacific Unit is responsible for managing approximately 50,000 acres of state trust lands in northern Pacific County, with an annual harvest level of 30 million board feet.
- This position is primarily responsible for timber sale layout and contract administration duties, while also conducting silvicultural activities associated with young stand management.
- This position also may support the vision, mission and goals of the department through directly or indirectly supporting the fire suppression program on a voluntary basis.
- Pacific county is known for its rural farming and coastal communities, with the towns of Raymond and South Bend having a combined population of 5,000.

Forest Biomass Supply Assessment Contract Administrator/Product Sales

Position Profile
This position provides an opportunity to have a major impact on the development of the forest biomass sector in Washington State.
This position will exercise direct management for a statewide forest biomass supply study, including contract oversight, issue troubleshooting, internal and external communication, and project close-out. DNR is in the process of soliciting proposals from qualified firms for the study's design and scope. The position will oversee the project following selection.
This position will also assist the department by providing advice and staff work needed to meet the pre-requisites for entering into long-term biomass supply contracts for material from DNR-managed lands. These include the development of procedures and contractual tools. This position will work in coordination with product sales staff and the Attorney General's Office, and will be responsible for successful implementation of assigned tasks.
Responsibilities include the following:
- All aspects of contract oversight for one or more personal service contracts related to a Washington State forest biomass supply study
- Supply study contract troubleshooting and quality control
- Internal and external communication regarding the supply study contract including preparations of short summary and interpretive materials and presentations
- Assist Product Sales group with researching and recommending biomass supply contract clauses and contracting methods for a biomass sales program. Assist Product Sales staff with drafting procedures to be considered by the Board of Natural Resources for entering into direct biomass sales contracts while ensuring competitive market prices and accountability. Procedures will need to comply with DNR's Habitat Conservation Plan, Policy for Sustainable Forests and other Board policy documents as well as comply with the Legislative requirements of Second Substitute House Bill 2481 relating to contracts for forest biomass from DNR lands.

About the Position
Target position for this outreach is a fully qualified and certified Timber Sale Administrator at the GS-10 level.
The position serves as Forestry Technician on the North Zone. The position is responsible for Timber Sale Administration, the primary duties associated with this position are to provide timber sale and stewardship contract administration on the three Ranger Districts. The incumbent has responsibility for administration of complex timber sales with diverse technical problems and varying site conditions. This position requires considerable flexibility and judgment on the part of the sale administrator in resolving operational problems; must work independently and maintain appropriate frequency and intensity of inspections, recognizing contract violations and inadequacies, encountering unexpected conditions and taking corrective action. Reviews the contract and related pre-sale documents, environmental assessment, appraisal, etc; prior to beginning of sale operations, one determines that all prerequisites are taken care of such as, but not limited to, advance deposits, delegations of authority, road construction and timber cutting coordination, operating schedules, falling and logging plans, alternate scaling agreements; reviews plans and schedules with the purchaser and their representatives to assure common understanding of the contract provisions and responsibilities.
Inspects logging operations for compliance with specific contract provisions. Keeps a record of timber cut and ensures collection of payments as required to keep payments ahead of cutting schedules. Develops and enforces methods to ensure that all products removed are accounted for. Develops and maintains liaison with designated purchaser sales representatives. Prepares formal changes in timber sales contracts and prepares reappraisals and rate determinations on sales. Makes final inspection and recommends closure of the timber sale contract. Qualified as a Timber Sale Administration and works with Contracting Officer in all facets of timber sale contract administration.

Position Profile
As part of a pre-sale team this position will assist the District FIT/Silviculture Forester in implementing sound ecological forest management that generates revenue while improving forest health and habitat.
This position is responsible to layout forest improvement timber (FIT) sales under the agency's forest health program. This work includes, locating and marking timber sale unit boundaries, tree marking, GPS mapping, locating and delineating riparian buffers or other sensitive areas, road layout, cruising, and developing detailed summary reports.
